Board of Directors

We are governed by a provincially appointed Board of Directors. This highly skilled and diverse group oversees Ontario Health atHome and supports the continued provision of high-quality home care services with a cohesive provincial vision in support of the government’s plan to modernize home and community care. 

Meet the Board

Carol Annett, Board Chair, has a track record of accomplishments in the health care and social service sectors in various clinical, leadership and consulting roles. She was the CEO of VHA Home HealthCare, a large not-for-profit home care provider in Ontario from 2004-2021. Carol worked in acute and long-term care facilities, community-based organizations, and she has served as the Executive Director of a children’s mental health centre. 

Active in her local community as a volunteer, Carol is a mentor for students in Schulich’s MBA Program, a Peer Surveyor for Accreditation Canada, and has served on various governance boards. She is currently Board Chair of the Board of Directors at Sunnybrook Health Sciences Centre and previously on the Home and Community Care Support Services, Ontario Community Support Association, AC Nursing and Health Services and Canadian Feed the Children boards.

Carol holds a Masters of Social Work from the University of Toronto and a Masters of Business Administration from York University’s Schulich School of Business.


Kate Fyfe, Vice Chair, is the President & CEO of Timmins and District Hospital. With over 25 years of senior executive experience, Kate brings a wealth of experience in acute care, mental health and health system settings.  

Throughout her career, Kate has worked collaboratively with system partners to improve accountability, performance, access to care and quality outcomes. While focusing on improving access to quality care, Kate has also led a variety of transformational projects related to care delivery and the implementation of broad structural changes to our health system.  

An active member in her community, Kate has provided leadership and guidance on the COVID-19 Municipal Emergency Response Team, and currently sits on the Board of Timmins Academic Family Health Team. A true Northerner, Kate continues to focus her energy on building stronger, equitable and healthier local communities and improving population health outcomes across our health system.  

Kate holds a Bachelor of Commerce degree from the University of Ottawa, is a Certified Professional Accountant / Chartered Accountant and has completed the Rotman Advanced Health Leadership Program. 


Glenna Raymond was the inaugural president and CEO of Ontario Shores Centre for Mental Health Sciences (Ontario Shores). Her dedication to quality and safety resulted in Ontario Shores being the recipient of various provincial and national awards for innovation, quality and team leadership. 
 
As a Certified Health Executive (CHE), Glenna’s extensive career includes executive roles in the acute care, mental health and academic setting. She also held leadership roles in clinical services, human resources, professional practice, patient safety and quality and risk management. Glenna has also contributed significantly to work at the Mental Health Commission of Canada on initiatives related to Guidelines for Recovery Oriented Practice. 

Dedicated to her community, Glenna has served as director on a number of boards, including Healthcare Insurance Reciprocal of Canada (HIROC), University of Ontario Institute of Technology, Scarborough and Rouge Valley Health Care System, United Way Ajax Pickering and the Central East Regional Specialized Geriatric Services entity.  

Glenna holds a BScN from the University of Western Ontario and an MBA from York University. 


Linda Franklin

Linda Franklin is the immediate past chair of the William Osler Health System and is a member of the board of Niagara College, The Post Secondary Education Quality Assessment Board and the Ontario Motor Vehicle Industry Council. Linda completed the Rotman ICD.D designation in 2023.

Linda has been the CEO of two major associations over the past 30 years and chaired and has served on several public sector boards. She recently retired as the President and CEO of Colleges Ontario where she achieved the approval of college three-year degrees, independent nursing degrees and major investments in student mental health. Linda also established a board education program for college governors, contributed to government policy development and oversaw a system marketing program. As CEO of the Wine Council of Ontario, Linda achieved significant government policy reforms to support the wine industry, including the creation of the VQA. Prior to this, Linda worked for a medical regulatory body, was the chief of staff to an Ontario Cabinet Minister and provided strategic advice to a number of organizations as a consultant. 

Linda has an Honors BA in English and History and a Masters of Journalism from Western University.


Photo John P. Hirdes

John P. Hirdes is a University Professor at the University of Waterloo and Fellow of the Royal Society of Canada, the Canadian Academy of Health Sciences and the Balsillie School of International Affairs. Professor Hirdes is a Board member of interRAI an international consortium of researchers from over 40 countries. He chairs interRAI’s international Network for Mental Health and the interRAI Network of Canada. He is a member of the interRAI scientific committee that produced the new suite of instruments and care planning protocols, and he led development of several interRAI instruments for mental health and community-based care.

Professor Hirdes has been engaged in home and community care research for over 30 years, and he has more than 340 publications in peer reviewed journals and academic book chapters. His primary areas of interest include geriatric assessment, mental health, health services research, case mix systems, quality, health information management, social determinants of health and quantitative research methods.

Professor Hirdes has a BSc Health Studies and Certificate in Gerontology from the University of Waterloo. He also received a Masters and PhD in Sociology from University of Waterloo. He was named to the Order of Canada in December 2023.


Photo Eliseo Orrantia

Eliseo Orrantia is a rural generalist physician in the Northwestern Ontario community of Marathon and serving the two Ojibwe First Nations of Netmizaaggamig Nishnaabeg and Biigtigong Nishnaabeg. 

As a professor and Senator with the Northern Ontario School of Medicine University, he teaches all levels of health care learners. He is involved in rural research as a tool for advocacy, with interests in health human resources, rural obstetrics and the development of educational tools. Eliseo has long been involved in local, regional and provincial health system transformation and leadership. 

He presently sits on the Marathon Family Health Team Board, the Northern Maternal and Child Steering Committee and the Leadership Committee of the Noojmawing Sookatagaing Ontario Health Team. His loves are family and self-propelled adventures in the wild.
